Nigeria: CSOs, Kaduna State Government Strategized On Social And Community Development

Kaduna State government, Northern part of Nigeria, has set out machineries to enhance community participation in government programmes meant to ensure rural development.

A meeting organized by the state government through the office of the Special Adviser to governor Nasiru Ahmed El-Rufai on Social Development and Civil Society Organizations discussed extensively on various areas that could lead to total overhaul of the present situation among the youths and rural dwellers in the state with a better framework towards enhancing their standards of living.

Declaring the meeting open, the Special Adviser to governor El-Rufai on Social Development, Hajia Rabi M. G. Abdulsalam, said the door of her office was widely open to receive constructive ideas that could lead to team work among the youths and rural dwellers.

She explained that emphasis should be focused on rape and other social vices with a view to reducing them to the bearest minimum in the state, while urging the Civil Society Organizations to rise to the task of ensuring they contribute possitively towards eradicating the ills in the society.

The Special Adviser noted that the Civil Society Organizations were close to the people especially the youths, urged them to play vital roles towards realising the government set objectives on Social and Community Development. “We cannot fail in our assignment to make the youths realise that they are leaders of tomorrow and therefore they should be trained on leadership instead of indulging themselves in the use of substance abuse that could be detrimental to their future.

The discussion which centered on social and community development, stressed that there was the need for the youths to work together in achieving meaningful development order than taking substances that affect their progress and future leaders in the country.

The meeting deliberated on the need for the state government to involve members of the community and Civil Society Organizations for effective implementation of its health programmes in the state, while advising the youths to take training programmes seriously for them to live meaningful lives in futire.

Nigerian Government Rebukes Former President Jonathan For Comments On Chibok Girls

The federal government of Nigeria has rebuked its former President, Goodluck Jonathan, from criticizing the current administration for being unable to find the abducted Chibok girls.

The 276 girls were abducted from their boarding school in Chibok, Borno State, North-Eastern, Nigeria on 14 April, 2015.

A foreign newspaper allegedly revealed that former President Goodluck Jonathan refused help by British Armed forces to help the country rescue the Chibok girls, though the former President on the other hand denied the allegation and claimed the current administration was maliciously using the Chibok girls to play politics.

The country’s Minister of information and culture, Lai Mohammed, revealed this in a statement, saying, ”While former President Jonathan reserves the right to defend his Administration, he should not engage in finger-pointing by saying, in a statement, that ‘some people who have obviously been playing politics with the issue of the Chibok girls will stop at nothing to further their interest.”

The Minister also accused Goodluck Jonathan of being guilty of playing politics with the girl’s lives saying, “After the girls were kidnapped and the Jonathan Administration did nothing for all of 15 days or make any determined efforts to rescue them thereafter, our party, the then opposition APC, told the nation several times that the whole Boko Haram crisis was allowed to escalate by the PDP-controlled Federal Government so they can use it as apolitical tool ahead of the 2015 elections.”

He noted that in a statement on 8 Sept. 2014, former President Jonathan-PDP’s political manipulation of the Boko Haram had to be understood as part of its poker-like calculus for clinging on to political power ahead of the 2015 elections.

He explained that the Boko Haram crisis was readily used by the PDP to rationalize the Jonathan government’s abdication of its constitutional responsibilities, including visits and assistance to areas affected as well as effective response to abductions.

”Two-and-a-half years after that statement, we have been vindicated by the report that claimed former President Jonathan rebuffed an attempt by the British government to help rescue the girls. We hope the former President will now refrain from stoking further controversy over the lingering abduction issue and allow the government of the day to focus on its ongoing negotiations to secure the release of the Chibok girls,” Alhaji Mohammed said.

He said in 2014, after the Chibok Girls were abducted, former President Goodluck Jonathan in a meeting with their parents said the government was being careful in approaching the issue for fear of the girls losing their lives.

“Anyone who gives you the impression that we are aloof and that we are not doing what we are supposed to do to get the girls out is not being truthful. Our commitment is not just to get the girls out, it is also to rout Boko Haram completely from Nigeria,” former president Goodluck told the girls’ parents.

In the same year, the All Progressive Congress (APC) in a statement by its National Publicity Secretary, Lai Mohammed, now Nigeria’s Minister of Information and Culture, accused the former President’s administration of being incapacitated in aspect of resuing the Chibok girls due to his prolonged silence after their abduction.

“It is cruel and unconscionable for anyone to use these girls as pawns on a political chess board. They have now been in captivity for over six full months. Please end the agony of the girls’ parents and indeed of all Nigerians.

“First, the then President waited for all of 19 days before even admitting that the girls have been abducted, losing a critical window of opportunity to rescue them from their abductors. When eventually he was forced by global pressure to admit that the abduction is real, Mr. President and his wife chose to subject the girls’ parents and others to untold verbal assault and mental torture,” he said.

A Civil Society Organization, CISLAC, tasks government on health hazards of consuming Tobacco

A Civil Society Organization, Civil Society Legislative Advocacy Centre, CISLAC, has noted with dismay the level youths in the country are smoking, stressing that it is enormous and something urgently be done on how people have access to Tobacco.

In a workshop organized for media organizations in North West, Nigeria towards ‘Supporting Effective Tobacco Control Measures in Nigeria,’ in Kaduna on Friday, the programme facilitator, Mr. Okeke Anya, noted that youths were not suppose to have access or sale the products.

“These are things we are preaching for the sake of the good health of Nigerians so that Nigeria will have a healthy society.

“Those standing or sitting around the smokers are also being affected by those smoking, hence it is a hazardous act that should be condemned in all ramifications.

“The regulation for smoking should be quickly passed, set the Tobacco Control Unit and ensure that government get to effective implementation of those laws guiding smoking in the country.

“The idea is for the citizens of this country to know about the act, for citizens not to go against the law and the citizens to know the hazards of taking Tobacco.

“Tobacco industry is not a positive one, it causes a lot of hazards to the people. The act therefore will control the use of Tobacco to a minimal level in the country and manufacturers will not put anything they have into the market.

“Tobacco packaging should be carried out in line with international standard. It is only in the developing countries that Tobacco companies come in and do whatever thing they like at the detriment of the citizens’health.

“Tobacco act is a health related act and it is to protect the health of the citizens. Everything must be done to ensure that Nigerians are in good health and not to suffer on account of any particular product.

“These companies are coming in without being properly checked because there is no clear guidance on how to come in and operate. They should therefore operate based on laid down laws.”

Imo Anti Media Bill: MIIVOC Calls off Planned 100,000 Man March

Following the formal withdrawal of the Anti-Media Bill on the floor of the Imo State House of Assembly, as demanded, a Civil Society Organisation, Media Initiative Against Injustice, Violence and Corruption, MIIVOC, has called off its planned one hundred thousand (100,000) man-march in the state.

A statement issued by MIIVOC, signed by its Executive Director, Dr. Walter Duru, the group said it decided to call off the planned protest, as the main demand, following the withdrawal of the draconian anti-media bill had been achieved.

The statement explained, “Following the official withdrawal of the Anti-media Bill by its sponsor and Deputy Speaker of the Imo State House of Assembly, Hon. Ugonna Ozurigbo on the floor of the state Assembly, MIIVOC hereby notifies all its members and allies that the planned protest, earlier scheduled for next week Monday will no longer hold.

“However, even as mobilization and every arrangements for the protest is suspended, we shall be vigilant, to ensure that it is not reintroduced in any other form.

“We therefore commend all our members and ally organisations, particularly, the Freedom of Information Coalition, Nigeria and other sister coalitions for their readiness and willingness to take the state by storm over the anti-masses bill.”

Duru however called on the State Assembly to consider adopting the Freedom of Information Act, as a way of promoting transparency and accountability in the State.

“The Freedom of Information Act is applicable to all levels and arms of government in Nigeria. However, the present state Assembly members could write their names in gold by adopting the FOI Act in the state.

“I have personally reached out to the Deputy Speaker to acknowledge his withdrawal of the Bill. I also assured him of our readiness to assist him in developing some draft legislation that will promote transparency and accountability in the state and the FOI Act is one of such bills,” he added.

It will be recalled that MIIVOC announced its plan of a one hundred thousand man-march in Owerri, Imo State capital against the proposed bill to gag the media in the state by the State Assembly, describing it as anti-masses.

In an earlier statement announcing the planned protest, Duru said: “We are mobilizing citizens against this draconian bill. The state will not believe what will happen in the coming days; members of the state Assembly will realise that they are representatives of the people and not mere self-serving individuals and stooges of the executive arm.

“I hold strongly and nobody can convince me to the contrary, that whoever that does not want to be discussed should stay away from public offices.

“Imo people are hungry and there is no semblance of good governance in the state. How does this bill put food on the table of Imo people? How does it entrench transparency and accountability in governance? The focus now should be on legislation that will improve the socio-economic well-being of the people, enhance security and check corruption in the state, and not this evil ploy. The bill should be discarded in its totality. It belongs to the dust bin and should be thrown away without delay.”

Nigeria Says No Nigerian Killed in Latest S/Africa’s Xenophobic Attacks

The Nigerian government on Thursday called on the South African Government to put in place necessary measures to forestall attacks on Nigerians in their country.

The Minister of State Foreign Affairs, Khadija Abba-Ibrahim, gave the task in Abuja during a second summon to the High Commissioner of South Africa to Nigeria, Lulu Aaron-Mnguni, on the issue.

According to her, no Nigerian died during the recent attacks as reported by some media.

She said, “The Federal Government strongly urges the South African government to take all necessary measures to protect the lives and foreigners living and working in South Africa.

“Furthermore, the federal government urges the South African Government to bring perpetrators of these deplorable acts of violence to justice.

“The ministry continues to urge Nigerians in South Africa to remain calm and law abiding, and be vigilant at the same time.’’

“The Federal Government of Nigeria will strenuously work towards the protection of Nigerians everywhere, including in South Africa,” she added.

 

According to her, the reports that mentioned the killing of Nigerians in the xenophobic attacks are unsubstantiated.

“The ministry has not received the report of any death of Nigerian in the latest incidents of attacks against foreigners.

“The Nigerian High Commission in Pretoria is in constant touch with the Nigerian Union in South Africa, the Department of International Relations and Cooperation (DIRCO) of South Africa, as well as the South African police.

“All these agencies have confirmed that no Nigerian life was lost in the recent incident,” she said.

The minister said the government was in touch with South African authorities to ensure the safety of Nigerians there.

The minister therefore appealed to the media not to fuel the crisis further with unconfirmed reports.

Responding, the South Africa High Commissioner to Nigeria said his government was on top of the situation.

Mr. Aaron-Mnguni said the Minister of Foreign Affairs of South African will hold a briefing with the diplomatic community in his country on Friday to fashion out more ways to solve the problem, Premium Times reported.

Nigerian buildings, properties and places of worship worth millions of dollars were destroyed by South Africans on February 5 and 18.

Youth Restiveness/Unemployment: Nigeria Committed To Creating More Jobs

The Secretary to Government of the Federation (SGF), Babachir David Lawal, has reiterated the Federal Government’s commitment to creating more job opportunities to reduce youth restiveness in the society.

Lawal stated this during a special service in Kaduna State (North-west Nigeria) organized by the Kaduna Baptist Conference, aimed at seeking divine Intervention on the Security and Economy challenges faced in the country.

According to him, poverty and unemployment are some of the causes of insecurity in the country, as such there is need for government to work hard to address those challenges.

While calling on the youths to support all government programs for sustainable development, he urged them to shun all criminal activities and embrace the various empowerment programs of the Federal Government aimed at empowering them.

On unity of the country, he tasked leadership of the Church in Nigeria to engage in preaching the gospel of love and peace that will unite the country rather than preaching hatred which will divide the country, adding that, Nigerians should continue to pray for the present administration, as they are doing all within its power to fight corruption and restore the lost glory of the country.

He further enjoined citizens of Kaduna state and Nigeria as a whole to work towards peaceful co-existence, saying government is willing to develop the country but development can only take place under peaceful atmosphere.

Earlier, the President of the Kaduna Baptist Conference, David Dagah, said it has become necessary for the church to stand in the gap and pray for the peace, unity and development of the country.

Rwanda Genocide: Draw Some Lessons, Information Minister Urges Nigerian Media

Nigeria’s Minister of Information and Culture, Lai Mohammed, has urged the media to eschew disinformation and fake news, saying the phenomenon, if left unchecked, could damage the credibility of the media and endanger the country’s peace and security.

The Minister made the call in Abuja on Friday when he paid a courtesy visit to the headquarters of Daar Communications Plc. owners of the African Independent Television (AIT) and Raypower radio station.

According to him, “The country today is under the siege of disinformation and fake news. Unfortunately this dangerous trend, if not checked by the media – especially the traditional media – is capable of tearing the fabric of the society and bringing the country to its knees”.

Mohammed recalled the role that disinformation, fake news and hate speeches played in the 1994 genocide in Rwanda in which over 800,000 people were killed, and urged the media to draw some lessons from that unfortunate development.

He added that to make matters worse, a section of the traditional media often amplifies the disinformation and the fake news being spread on the Social Media.

He noted that in spite of the incursion of the Social Media, the traditional media remains the most credible platform; hence it should not join forces with the purveyors of falsehood.

“My greatest problem is with the traditional media, because most people will probably say Social Media is what it is. But when the traditional media also latches on the same fake news and the same disinformation, then I begin to get worried for many reasons. Number one, it affects the credibility of the media itself and once the media is no longer believed, once the media loses its credibility, then it has serious consequences for the media and the society as a whole”.

The Minister also expressed concern that in the past few weeks, the media was saturated with false news on the health of the President, and that even when the government and the presidency promptly clarified that the President is hale and hearty, some people did not believe them because of the lies they have read in the Social Media.

“What happened in the last couple of weeks is quite worrisome. Mr. President left for a vacation. When he was leaving, he transmitted the necessary letter to the National Assembly on who was going to act. He said during his vacation, he will also use the opportunity to carry out his routine medical check-up. Within 12 hours of leaving the country, the news was that he had died, and when that was not sustainable, they said he was critically ill.

‘Some even went on to say that he was actually flown out of the country in an ambulance, when the whole world saw when he was leaving and it was televised. For a week or so all we heard was this dangerous
disinformation,” the Minister said.

In his remarks, the Executive Chairman of Daar Communications Plc. Chief Raymond Paul Dokpesi, said the emergence of fake news is a global phenomenon, but noted that the Media Group has been absolutely
committed to upholding the highest standard of journalism.

ECWA Advises Buhari To Be Sensitive To Religious, Regional Diversity

The president of the Evangelical Church Wining All (ECWA), Reverend Jeremiah Gado, has advised President Muhammad Buhari to be sensitive to the religious and regional diversity of the country.

He also advised him to rejig especially the appointment of security chiefs and other political appointments to reflect unity.

Addressing newsmen in Jos, Plateau State, Reverend Gado frowned at the way the crisis in the southern part of Kaduna State was being handled by the federal and state government, urging the security agencies in to discharge their duties.

“It is a calculated and sponsored plan to wipe out natives, who are mostly Christians in Southern Kaduna, from their ancestral lands. Most of the communities attacked never had any misunderstanding with the Fulanis in the past,” he said.

The clergyman explained that the  primary responsibility of the government, as enshrined in the constitution, was the protection of lives and properties of citizens, irrespective of ethnic or religious persuasion, adding that any breach of this fundamental social contract contravened the reason for which the contract was made.

“Unfortunately, our government has failed woefully. If anything, government has shown outright partisanship in favour of herdsmen to the disappointment of Christians in Nigeria.

“These attacks are still going on, despite the presence of security agents, as only a few days ago, herdsmen attacked traders in Samaru Kataf market in Zangon Kataf Local Government Area in broad day light, killing four persons and injuring three,” he claimed.

Kenyan President Promises Fair Poll, Sets Agenda For 2017

President Uhuru Kenyatta led Kenyans in ushering in the New Year with a pledge to ensure a free and fair General Election in August.

In a televised message delivered from State House, Mombasa, on New Year’s Eve, President Kenyatta said he wanted to complete pending government projects after the next elections.

Daily nation reported that President Kenyatta said, “We have an election in a few months.

“It will be my great privilege to run as a candidate to remain your President for another term.

“My reason for running is to complete the works that we have started with great energy and to ensure that this nation can continue to rise in the world.

“Let me tell you what I see in my mind’s eye whenever I think of what we are trying to build: A Kenya that is industrialised and where a decent job is available to anyone qualified and seeking it.

“We will be a Kenya whose people have the education to innovate, invent and deliver world class goods and services. We shall sustain our economic growth so that we rise to Africa’s leading destination for investment in manufacturing, logistics, tourism and education.

“We will be secure and an anchor for stability in a region that will have overcome its destructive conflicts.

“None of this will come overnight. But considering how far we have come in the past four years, I know that we will make giant strides in the next few years.

“I will travel to every corner of this country in the coming months. I will listen to your concerns and work with you to make things better for you and your family. I invite all of you, and especially those in the Opposition, to join me in the work of making our country continue to reach for its destiny of greatness.”

WARNED AGAINST VIOLENCE

The President warned against election violence and criticised opposition politicians for resorting to protest to push their political agenda, adding that echoes of the 2007-2008 post-election chaos should be wiped out.

“I want to also say to all Kenyans: We will not allow our efforts and those of Kenyans to be destroyed by politicians who seem to have embraced the lesson that confrontation and provocation are the only way for them to operate politically,” the President said.

He said threats by the Opposition to call for mass action if the government did not drop controversial amendments introduced in the election laws were a recipe for unnecessary political tension.

“They have announced demonstrations and even the so-called ‘mass action’ in the coming days,” said the President. “Let us be honest with one another when assessing what they mean by mass action. In the past, when the same politicians have used this phrase, they have meant violence is on the way.

“I tell our young people: Do not allow yourselves to be used so badly. These people care nothing for you. Their way is the way of division and agitation, not development and nation building.”

The President said the Opposition refused to accept the results of the last General Election and had tried to portray themselves as the victims of rigging although no credible poll observer had corroborated their claim.

“They have threatened to make Kenya ungovernable,” he said. “They have shouted insults in rallies and held the Presidency — which belongs to all Kenyans — in contempt.

“They have even in the past threatened to march to the Seat of Government and overthrow the government of the people. This is not opposition politics; this is disruption and undermining of a country.”

YEAR OF HONESTY

The President added that 2017 will be a year of honesty, sobriety and firmness, adding: “Elections come and go but Kenya and our families remain. Together, we are strong.”

The Head of State said his government was making efforts to fight corruption, which had led to the loss of billions of shillings of public funds during his tenure.

“We continue to make every available legal effort to prevent and deal with corruption in the public service,” he said. “The multi-agency approach has continued to bring more cases against senior officials suspected of fraud and theft.”

The President asked the Judiciary to play a major role in ensuring graft was eliminated. He warned against politicising issues touching on corruption, saying it was disruptive and unnecessary.

“One pending matter from 2016 concerns the management of our team at the Rio Olympics,” he said, adding that the Director of Public Prosecutions was reviewing the file to decide whether or not there was evidence on which to base action against the Sports ministry’s top leadership.

On security, President Kenyatta said: “Kenya is unique in Africa, and much of the world, for being a country that can fight global terrorism while strengthening democracy.”

He noted that there are more than 60 major global companies based in Nairobi, which had offered job opportunities to Kenyan professionals.

The President also talked of significant growth in infrastructural development in Kenya and praised devolution as a major stride in the country’s growth plans.

BRIGHT FUTURE

“We have urgent business with a bright future for our people,” he said. “The countries of the world that have gotten rich in the past 50 years that we have been independent are countries that value stability and economic performance.”

He reiterated that countries that had achieved sufficient development in the West and in the East worked on their infrastructure, made their education systems world class and gave security to their people.

In his New Year message, opposition leader Raila Odinga said he was optimistic the President and his government will be kicked out of office this year.

“The Jubilee government is essentially the one Kenyans rejected in 2002,” said Mr Odinga, the Orange Democratic Movement (ODM) party leader.

“What we have gone through from 2013, compared to the period from 2003, proves that we were right to reject this team when it first attempted to seize power.”

The Cord co-principal blamed corruption on individuals who he said had the support of the government. He further claimed the public service was plagued by negative ethnicity and that many people had lost their jobs under President Kenyatta.

Delving on the government’s competence, The former Prime Minister said the country lacked well-thought out policies to drive its growth agenda.

Wiper Democratic Movement (WDM) leader and Cord co-principal Kalonzo Musyoka called for free and fair elections and warned the government against playing tricks with the polls.

“To our Jubilee competitors, I urge you to avoid placing any bottlenecks against a free and fair General Election,” said the former Vice-President as he called on the Opposition to register as voters in large numbers to defeat Jubilee.

Nigeria: Group Commends El-Rufai Over Nutrition Programmes

Kaduna (Nigeria) — Civil Society Scaling-Up Nutrition in Nigeria (CS-SUNN), a coalition of civil society groups advocating for improved policy on nutrition, has commended Kaduna State Government, in northern Nigeria, for including nutrition in its 2017 budgetary provisions.

Tuesday, Governor Nasiru El-Rufai of Kaduna state signed the 2017 budget amounting to N214.9 billion into law, which allocates N130 million for the procurement of therapeutic food and drugs for management of acute malnutrition.

In a statement, Coordinator of CS-SUNN in Kaduna, Silas Spencer Ideva, says, the allocation for nutrition is a demonstration of commitment that will go a long way in tackling malnutrition currently threatening the lives of children in the state.

“In tune with the proactive action of signing into law of the 2017 budget, and the plan of emergency nutrition intervention programme as an outcome of the 2017 budget, we exult the landmark achievement of this government,” says the statement.

On school feeding programme of 2015/2016 academic calendar, the statement quotes Ideva saying, “We Commend the effort of the government on the school feeding program which aim on improving the nutrition of children in public primary schools, costing the state about N1.1bn every month in the 2015/2016 session.

It says by the action, Governor Nasir El-Rufai, has demonstrated his administration’s resolve to tackle malnutrition headlong in Kaduna State through various intervention in 2016.

The statement also calls for the full implementation of Nigeria’s National Strategic Plan of Action for Nutrition (NSPAN), which it says will reverse the negative indices associated with malnutrition in the state, as well as catalyse economic development for the state in the nearest future.

“Against the backdrop of the current nutrition indices in Kaduna State with Stunting and wasting rate at 57% and 42% (2013 National Demographic Health Survey) respectively, the NSPAN seeks to reduce stunting by 20%, reduce low birth weight among new-borns by 15% and increase exclusive breastfeeding in the first sixmonths of infant life by 50%, if fully implemented,”

Nigeria approved the NSPAN in 2014, and is expected to run till 2019, when all states in the federation act in meeting up the national target.
